Juvenal Habyarimana was a Rwandan militar and politician of the Hutu ethnic group, which was in conflict with the Tutsi ethnic group.

As one can see Juvenal Habyarimana entered the government in 1965 and since then he started to have many interventions in the government such as holding the position of Minister of Defense of Rwanda on July 5 , 1973 which gave in response a coup d’etat to overthrow its president, Grégoire Kayibanda, and its ruling party, Parmehutu. In 1975, Habyarimana founded the NRMD (National Revolutionary Movement for Development) party as the country’s only legal party and him as the only leader. The country remained in the hands of the army until in 1978 a new constitution was approved through an election. At the same time, he was reelected as the only candidate, a situation that must be repeated every five years, effective in 1983 and 1988.Ronald Sullivan, 1994, the New York Times” Mr. Habyarimana’s power was based on his support of a Hutu elite that controlled most segments of the Government since 1959, when the Hutu defeated the Tutsi minority in a civil war.
” Habyarimana in power did many things in favor for the Hutu ethnic group which was the group he mostly stood up for. Initially, he had won the favor of Hutus and Tutsis by showing a reluctant administration to implement policies that would please only his supporters, mainly Hutus. But his self-control did not last, going on to reveal policies that reflected those of his ancestors , Kayibanda. It restored dues for access to positions in universities and public offices that hunted the Tutsis. As it favored a decreasing group of followers, more groups of Hutus rejected by their national leader cooperated with the Tutsis to weaken their mandate.
