Abstract—With
changing demands for Digital World, we are day in and out oriented towards
Digital India, a great initiative by Indian Government to promote and help to
reduce dark mark of corruption and to help every citizen to be as a part of
digital society to turn whole nation’s country digitally feasible. With that,
there are various needs where today we use paper currency as business exchange
either it is for producer or consumer or small-scale business oriented
citizens. Plus, this need raises a new change in how we had used currency till
now. Including Digital Payment, Digital Governmental Services, Digital Wallets
etc. This each application need a greater request of stable and secure models
of hardware as well as software (Online Server).

Moreover,
travelling is also one of the factor which changes with change of time.
Transportation since deal with exchange of paper currency and also ticketing
and all can be done online but for government vehicles like DTC, Roadways Bus
Service comes to one end of manual paper work. So, to overcome the manual paper
work and to reduce corruption or falsity in currency exchange during payment
while we travel from Delhi Transport Corporation (DTC Buses), various states’
roadways like Haryana Roadways, Punjab Roadways, Himachal Roadways etc. one can
opt for one stable as well as secure solution called as “Aadhaar Transport”. So here we
together introduce a new concept of Digital Payment using just one small module
(Smart Card Reader Module) one can practically pay the travel charges freely
directly from his/her Bank Account by using just one government provided smart
card namely as Aadhaar Transport Card (ATC).

I. Introduction

Aadhaar Transport is a new Digital way by which government service of Transportation can
be completely changed to Digital Work likewise we use online wallets and online
portals for communicating with government which deserves to be a base of a
Democratic Country. In this way why not, we opt for complete digital way and
can give future generation a new way of communicating between each other in all
means of fields whether it is Transportation, Shopping, Booking Services, etc.
This current research points to the solution of implementation this digital
way. This change will gradually and slowly touch the requirements and
feasibility of transportation.

The problem statement only describes the change of manual currency
exchange to digital way of exchanging currency likewise using smart card and
manipulating various transactions involved using linked Aadhaar database, which
indirectly linked to Bank Server. The whole research work and related work can
be summarized under coming sections.

II. LITERATURE
SURVEY

This research paper is completely based upon the work
of Indian Government that will be going to be launched in public as promised by
online sources from government sites. The complete work that was implemented
before days are as elaborated below. This includes complete description of Aadhaar
Connectivity, Aadhaar Introduction and applications over various government
facilities.

Firstly,
Aadhaar service was founded by Nandan Nilekani and with the collaboration with
Dr. Ajay Bhushan Pandey (CEO of UIDAI) on 28th January 2009.

The
foundation of this unique 12-Digit number identification was only to give every
citizen of nation a unique identification like what a PAN Card or Passport Card
does.

Interestedly,
this system arose those days and nowadays to be the world’s largest biometric
ID system, which successfully helped to enroll over 1.2 billion citizens as of
15th August 2017. On the other hand, overall following tabled
expenditure was spent over by government over this project:

Coming days after launch of Aadhaar, many parties of
politics get against the concept of this like arising issues that this aadhaar
was also illegally allotted to immigrants which made this project little bit
unpopular among various states. And, with coming year of 2014, new governments
discontinued many ministers under Aadhaar Control Unit and thus, discouraged
the project in deep contrast 1.

Then, the big revolution in Aadhaar Project came when
Nandan Nilekani put forward the merits of this project in front of newly
elected Prime Minister Narender Modi and Finance Minister Arun Jaitley on 1st
July 2014, which changed the view of Aadhaar in each and every citizen of
nation. On 5th July 2014, Prime Minister announced to take over the
whole project under legal supervision and put a proposal of linking Aadhaar
with passports. With coming days, increase in the enrollments of Aadhaar in regions
like Uttar Pradesh, Bihar, Chhattisgarh and Uttarakhand started and with the
view to merits of Aadhaar, a high-level review was made on 18th June
2015 which accelerated the means and delivery of further benefits and
applications of this platform over nation day by day.

Within increase of positive response by nation, on 5th
July 2015, Arun Jaitley proposed the idea of Aadhaar Mobile, Jan Dhan which
really move steps towards Digital India Policy. This vast step encouraged
developers of UID Platform to introduce applications like BHIM App, Aadhaar Pay
and many more which helps one to send directly money from one account to other
account with only authentication of simple Thumb Print over sending of One Time
Password for confirmation.

And, Aadhaar (Targeted Delivery of Financial and other
Subsidies, benefits and services) Act, 2016 was introduced in Parliament over
new Budget Presentation by Jaitley which helped Aadhaar to turnover to be money
bill.

On the other hand, many applications were linked and
are to link in future by government for various benefits from which some are as
follows:

–         
Direct Benefit Transfer (DBT): In the beginning of August 2011, the launch of linking
of Aadhaar platform with public subsidy and unemployment benefit schemes like
Domestic LPG and National Rural Employment Guarantee Act, 2005 was successfully
initiated. The introduction of linked Aadhaar with LPG and NREGA returned with
new concept Direct Benefit Transfer (DBT),
which helps to transfer subsidy money direct to bank account which is
Aadhaar-linked.

–         
Aadhaar Biometric Systems: In July 2014, introduction of Aadhaar Enabled
biometric attendance systems (AEBAS) was done in government offices. This
introduction of application of Aadhaar really changed the meaning of taking
attendance. Since, it helped many offices to have online official attendance
data to be stored at links like attendance.gov.in.
Further, in November 2014, External Affairs Ministry announced the mandatory
requirement of Aadhaar Card for passport holders. Then, in coming months,
Electronics and IT Ministry stated to link sim cards with Aadhaar as compulsory
identification proof so that linking of further projects like Bank Database,
Criminal Records and much more can be tracked and checked easily and quickly.

Coming with other uses of Aadhaar platform, Hyderabad
region used Aadhaar linking to ration cards which prompts the duplicate ration
cards if occur. With the result of that, 63,932 ration cards were in white
category and over 2,29,757 names were removed between July 2012 and September
2014 2.

Moreover, these days government is trying to link each
and every facility with Aadhaar Platform so that full authentication of white
category in every field can be counted and full corruption can be eliminated
with these little and impacted steps. These includes linking with Electricity
Bill, Water Bill, DigiLocker, Passport, Pensions, Insurance, Income Tax, Mobile
Network SIM Cards. These changes will really take place an enormous flight to
new Digital India which will be going to setup all things over online and huge
cloud servers. As explained by 3, the use of Aadhaar with Biometric
Authentication is really a quick way for Indian Railways Ticket Booking.

However, one application which will really easy the
life of every citizen is the linking of Aadhaar system with Transport Facility
like Roadways, Delhi Transport Corporation (DTC), Delhi Metro Rail Corporation
(DMRC). This type of facility has been taken in contrast in many ministries to
raise this project but yet under progress and review process.

III. METHODOLOGY

Before digging in the actual methodology let’s have a look on
the basic architecture of AT System (Aadhaar Transport System) which can be
used to manipulate the required Ticket charges.

A. Hardware Description of Aadhaar
Transport

 

This Smart Transport consists of Bus
Operator Authentication with Traveler Card Authentication which combinedly
results into a stable and quick ticket cutter. As Fig 1 points to the basic
depiction which describes the basic functioning and let’s explore with the
basic use case diagram how one will interact as shown in Fig 2.

Here, in Fig 1: the basic parts of ATC
System are as follows:

The Use case can be gone through as
below:

– Signing in Bus: Firstly, In the
morning when bus operators are allotted a Bus, with that only they can Enter
the bus by scanning and their smart card attached on entrance gate and that
smart card can also automatically be configured what is source place and what
are the various stops with destination place assigned pre-operating the bus.

– Bus Server: Secondly, the bus machine would be
connected to a Bus Server which is indirectly connected to various bank server
that stores various citizen’s accounts to which Aadhaar Database is linked.
Now, the Bus Server will contain the Bus_Id , Bus_Number, Bus_Cooperation,
Bus_Source, Bus_Destination, Bus_Operator_Id, Bus_No_Of_Stops.

With that, when the Bus operator while signing in will connect
his account to his aadhaar database and proper logs will be taken of various
customers who have travelled through given Bus_Id which will be unique as per
scanned Bus_operator_Id through Operator’s smart card.

– Traveler Enrollment: With as simple
enrollment as Delhi Metro Cooperation does to enroll travelers in Metro station
using Metro Smart Card, similarly this ATC will contain respective Traveler_Id,
Traveler_Name, Traveler_Mobile, Traveler_Address, Traveler_Account. Here the
Traveler_Account will be as a reference to Aadhaar_Id related with Aadhaar
Database and simultaneously Aadhaar_Id will be linked to bank Server’s
Database.

Secondly,
let us take a scenario where this methodology stands itself worthy working as
described below:

Scenario 1: A person “Ram” is going from New Delhi
to Nearby city let’s say, Sonipat, Haryana (around 80 KM). And, he planned to
board on Haryana Roadways from Inter State Bus Terminal, New Delhi (Bus
Corporation of New Delhi) and which costs him Rs. 40. But, the problem arose
here, is that he has to use paper currency with no proper validity of seat
number he received from bus ticket counter of Sonipat.

Before
many days, the bus service was not often regular due to harsh traffic between
Sonipat and New Delhi. So, to eliminate the problem Ram has to wait for very
long hours in the queue of ticket counter for the ticket in Bus.

Now, if
this type of scenario of waiting for long hours can be eliminated with the
current proposed methodology, so the scenario will be changed completely to
automate system.

Likewise,
there will be no human sitting over ticket counter and each ticket for every
person will be done using ATC given to Ram (in this case) and the cost of
ticket will be completely and exact deducted from Ram’s Bank Account linked
with Aadhaar Card wirelessly.

So, the
need of paper currency as well as waiting for long hours will be shorten since
automate system will establish fast and secure system of giving tickets to
travelers and will give no place for harsh conditions while allotting a person
a seat.

In this
way, the proposed system gives a automated, secured and fast way to complete
the ticket system, allocation of Bus to particular Bus Driver and Conductor.
All tickets of these types of transportation services will be paperless and
will be accommodated with wireless ticket generation which can be linked with
android application which will be helping in validation of buying a ticket on
particular assigned seat.

B.
Software Description of Aadhaar Transport

 

Now,
coming to next condition, that when the ticket has been assigned to traveler by
ATC from the ticket counter, the ticket digitally get stored in portable
connected android application which we here named as “Travel Sathi” which will store the tickets being taken for the
particular trip.

However,
the need of this application arises when one has to validate the ticket with
proper seat number allotted in paperless way. The working of this software part
of Aadhaar Transport will be likewise as explained below:

As
referred by Fig 3., the working of scanning and allotting ticket to traveler is
somewhat like this to be taken:

Firstly, the traveler will go to ticket counter
and then scans his thumb print to authenticate himself with Aadhaar Database
situated over cloud database shown as above. After verifying the thumb print,
the cloud database returns the traveler’s Name, Address and some details which
are automatically fetched by Database with wireless connection to Bank
Database, then required money will be deducted from bank account, with successful
completion of generation of Digital Ticket.

Secondly, the Digital Ticket that is generated
via the transaction above is stored as a value under the traveler’s Id in
database, which wirelessly connected with Traveler’s Android Application,
(named here “Travel Sathi”), which
over internet connection, will show up the digital ticket bought recently by
traveler. This step validates confirmation for the complete generation Bus
Ticket.

With
that, Conductor after completion of whole seats for his bus, conductor can
easily manipulate the result of number of ticket sold in his Android
Application and can verify with the number of seats are being allotted by the
Ticket Counter Scanner or not.

As shown
from Fig 4., the given block diagram describes the use of Aadhaar Transport
Card, when the user is not applicable for having android device or scanning his
thumb print over Ticket Counter.

This
method gives working likewise as follows:

Firstly, the very initial stage of bus transport
begins with allocation of particular bus to conductor and driver. This is done
respectively by assigning particular Aadhaar Transport Card (ATC) to conductor
from the Transportation Service. This card is helpful while authenticating the
bus with that particular conductor or Driver to whom the bus is being
allocated. So, with that initially the conductor authenticate himself with that
bus to give permission for selling the tickets for the route for what the
conductor is supposed to follow. The Authentication here follows with the
insertion of Conductor’s Data likewise as taken from Fig 1. And, with that bank
account for the respected conductor takes open incoming of requests of
traveler’s digital money when he will buy one.

Secondly, coming to scanning and buying of
tickets by Travelers, gives us the usage of Traveler’s ATC. The process goes
like when Traveler reaches to Ticket Counter, he will scan his ATC with the
machine/hardware allotted to that counter and which will deduct the respective
amount from traveler’s bank account from linked Aadhaar Credentials stored over
cloud database. Then, the generation of Ticket comes with the printing work
from that ATC Scanner Hardware.

However,
this method is sometimes more resource consuming as compared to the previous
method as contexed from Fig 3. This method is optional for those only travelers
who can’t afford Smartphones or who are unable to scans their thumb print.

Moreover,
the process of today’s scenario is simply solved using these low power and fast
system hardware and software.

IV. CONCLUSIONS

 

The
complete research over Aadhaar Platform and imparting an innovative way for
smart transport, overall results come out to be very worthy if proper utilization
of this research be implemented on some higher platform with proper database
management and linking with various services as explained above in study can
change the way one travels through various government transport facilities.
This will help to establish below features:

V. FUTURE WORK

This research paper represents one of the
application that is applied but as there is still a huge number of applications
to study which can be further be taken in contrast of study and analysis. As
this paper includes only rough sketch of what can be done using Aadhaar
Platform by linking to Transport Server. One can study and work upon more
beneficial ideas to explore and increase the usability & feasibility so
