He then uses his experience and command andcontrol to see where more police are needed, who needs what equipment and whoneeds to push up.  Because of the Command and Control structure, leaderswere able to control teams of officers and tackle rioters in an organised wayand with strategy. From there the operation of riot control would splinter in tosmall battles of attrition, where in one street the police would be holdingback rioters, in other streets the rioters may have broken through. Withoutsomeone high up in the rank structure to organise/co-ordinate police teams andcommunicate to the separate teams of officers where things are working or not,the police would undoubtedly lose their control over the situation and rioterswould spread to other areas leading to possible deaths of officers and harm tocivilians.

In this situation Command and Control was used to manage resourcesby making strategies and carefully planning.  The resources being policeofficers, gear and vehicles. the rank structure ensured that officers knew whoto listen to and who they needed to work with. If the rank structure wasn’tpresent, contact with certain teams would become disorganised which leads topoor performance. Rioters would recognise that the police force isdisorganised and would exploit this, breaking police lines and furthering thechaos. With no one to clearly report to the police would not be able to regaintheir footing and then overwhelmed, losing control on the situation.

Command and control is an effective system, this can be shownthrough the police response in the London riots. To create an effective system, the uniformed services employ arank structure. This rank structure ensures people know what they are doing andwho they are reporting to. Those higher up in the structure have moreresponsibility and more power.
