LogisticsModernization Program ECC/CAMS Technology is the central componentof many businesses and industries around the world. Technology-enabled qualityprograms, process redesign, supply chain management, factory automation, and serviceoperations add value and competitive advantages to manufacturing industries.
(Gallaugher,2011). Driven to become moreefficient, the Department of Defense deployed in a network of informationsystems and named it the Logistics Modernization Program. The LogisticsModernization Program(LMP) is a broad term for a collection of informationsystems deployed by the DoD to modernize business execution of its Organic IndustrialBase. Within LMP are many information systems but two of them that stand amongthe rest are Enterprise Central Component(ECC) and Complex AssemblyManufacturing Solution(CAMS). These systems are highly integrated andcommunicate with other information systems within the LMP network. LMP ECC andCAMS are designed to provide real-time data processing that bring themanufacturing process to the user’s fingertips.
Characteristicsof the Users of the System Users are as diverse as the system.Master Schedulers are able to capacity plan, Supply System Analyst are able toreview and plan for demand, Managers are able to report on program statuses,and top-level Department of Defense personnel are able to analyze missionreadiness across the entire Organic Industrial base. LMP leverages technologyso that all areas of expertise are connected in a virtual network of datacollection and transfer. In summary, users range from the technician performingstarts and stops on production operations to strategic planners entering datato forecast the following years requirements. Because of the complexity of LMP,users are subject to hours of initial training and in many cases attend annualrefresher training to stay up to date and provide knowledge transfer. Featuresand Usage of the SystemFeatures of the system span across the OrganicIndustrial Base.
Production planning functionality allows users to synchronizemanufacturing operations locally and enterprise-wide, adjust plans andschedules internally, and improve the management of material requirements,receipts, and material logistics (Manufacturing ERP, 2017). Within ECC a module known as Material ResourcePlanning(MRP) provides data processing capabilities that generaterecommendations to the end user as far as requirements procurement andproduction schedules. Users create projects with ECC by loading customerrequirements.
Once requirements are defined, MRP runs and recommends when topurchase the material needed for the project, as well as a recommendation onwhen to start the project. The most intriguing part of this is that MRP bouncesthe data off of thousands of requirements within seconds and provides adetailed plan that managers can use to execute a program. Another feature ofECC is the Material Master module. This module is home to every component usedacross the DoD. Anything from a bolt used on a helicopter to an M1A1 MainBattle Tank.
The Material Master is a virtual catalog that provides procurementinformation regarding components. This information includes cost, storagelocations, and procurement types. ECC is also the home of the productionschedule for the industrial base. Users are able to monitor multiple programsand make adjustments to schedule when needed. The DoD uses backwards schedulingwithin ECC which means when a program is loaded, the date in which the asset isneeded by the customer is entered and ECC reviews the route or process thatneeds to happen and backward generates a schedule from that date. ECC use to bethe home of record for route and Bill of Material information but since theaddition of CAMS, that has since been moved.CAMS has been around for many years but wasrecently deployed by the DoD to enhance modernization efforts within LMPmanufacturing. CAMS is separate, but communicates directly with ECC.
Theaddition of CAMS to ECC is aimed at improving manufacturing execution, assetusage, and decision making with real-time insight into production KPIs (ManufacturingERP, 2017). Some of the main features within CAMS is the route and BoM data,Shop Floor Management, and Order Maintenance modules. The route in createdwithin CAMS and is a direct reflection of the processes needed to manufacturean asset. Users create operations in a sequence that mirror what physically happenson the shop floor. These operations within the route include master data toinclude processing time, location, and personnel within that location. All ofthis is then fed back to ECC so that MRP can properly plan for the workload.The same is true for the Bill of Material(BoM), which is a list of componentsneeded to build an asset. BoM’s are attached to the route prior to being sentto ECC for planning.
Shop Floor Management brings the information system to theshop floor technicians hands. It allows for technicians to view workload in theirqueue and when specific work is selected it displays large amounts ofinformation. This information includes work instructions, drawings, and otherimportant information needed to execute the work. A key component to Shop FloorManagement is it collects data as the technician’s work.
The interface allowsthe technician to start, stop, and complete their operations. This data is thensent to ECC showing time spent, confirmations, and component usage. LMP literallybrings the manufacturing process to life through graphical user interfaces and real-timedata processing.
Impactof the SystemToday’s manufacturing industries are faced withmany challenges when it comes to visibility their day to day operations. Theglobalization of industries creates complex supply chains from procurement toproduction. Industries willing to leverage evolving technology such as LMP ECCand CAMS gain a competitive advantage (Manufacturing ERP, 2017).
LMP providesvisibility into historical, current, and projected future operationalperformance. For manufacturing organizations, this information is invaluablefor streamlining and consolidating sales and production operations (ManufacturingERP, 2017). Taking a complex operation such as defense manufacturing and being ableto provide visibility through a user friendly graphical user interfaces allows foreasier more decisive decision making throughout program management. LMP has hada large impact on improving operations performance by providing increasedvisibility into manufacturing capacity, integrated planning, scheduling, andexecution data. LMP has also aligned the Department of Defenses OrganicIndustrial Base with world leaders in the manufacturing industry allowing theDoD to operate efficiently and effectively which provides efficient uses ofresources and limits strains on budgetary requirements. One thing that hasplagued the DoD’s ability to effectively produce defense assets was the lack ofprogram oversight and data collection points.
LMP has changed that in providingtools to identify program bottlenecks and utilize a highly integrated system toproperly manage manufacturing production. One impact of LMP that is oftenthought of, but not mentioned is the accountability aspect it adds to the managementof production. Because LMP is so highly integrated and processes data in realtime, Program Managers can be held accountable for program deficiencies withoutthe excuse of out of date information. ConclusionLMP provides the technological capabilities theDepartment of Defense requires to support Warfighters around the world.Regardless of each user’s role, it is the responsibility of each user to keepthe various aspects of LMP moving through the acquisition lifecycle to supportArmy readiness and equip, sustain, integrate, and enable the Department ofDefense for years to come (LMP Lifecycle, 2017). LMP connects all aspects ofprogram acquisition, production, equipment management, data processing, andstorage for the Department of Defense’s Organic Industrial Base. In order toleverage LMP to its highest potential, it is very important that the data thatis put into the system is accurate, as inaccurate data would corrupt dataoutput.
Initally designed to reduce strain on the federal budget by providing amore observable and monitorable way of conducting business,the implementation ofLMP has had a profound impact on the Department of Defenses ability to produceand sustain assets necessary to support Warfighters around the world.
